Page Navigation Controls are not present at the top for tables listing the Questions

Bug Description
In all the pages in the Launchpad Answers which lists the Question information in a table are not having Page Navigation Controls present at the top for tables listing the Questions.
It is little difficult for users to scroll up to the bottom of each page to get to next page while browsing through the questions.
