This is ready but blocked by the Launchpad servers running a version of apt that has a fix for bug 540228.

Upstream python-debian has a workaround for this bug, as it now includes a custom implementation of the version comparison.

I've filed a RT request to have a ~launchpad-pqm/launchpad/devel branch created so we can ship a newer version of upstream.
