Tabbing from "Duplicate" field should tab to "Change" button.

Bug Description
In the "Mark as duplicate" screen, after entering the duplicate bug number, hitting TAB moves the cursor to the bug-search box on the right sidebar, instead of to the "Change" button directly below the "Duplicate" field, as would be expected.
