Bug Description

This might be a possible mitigation for all the continued "me too" posts. A JavaScript alert should show for users below a certain karma threshold saying the following:
1. warning them about making me too comments and to use the feature instead
2. read the description to make sure their comment isn't already in there

Bug 410407 and Bug 449744 are good examples of why this is needed.

+1. If possible, karma should be checked against bugs only.

We should keep this idea in mind, but we first want to try what we have planned for what is being called "Bug Q&A" first. It will change how we handle a user's initial interaction with a bug. If that doesn't work, then we can look into other suggestions like this.
