Bug Description
Bug 484375 calls for help for new translators.
In looking at how to implement this, we've decided to:
1. Take the balloon that is already shown on the +translate page if the project's translation team or group has set a link to translation guidelines.
1. Modify if so that it always appears to people who have never translated, regardless of whether there are translation guidelines to link to.
1. Add an additional line (or the only line if there are no guidelines) that offers a link to help for new translators.
According to a Henning, this will require a small change in the view. And that is what this bug report is to track.

Note that there's also a windmill test that checks how this balloon behaves, so once it's used for a different purpose, the test will probably need updating as well.
