No drop down of possible tags in Bug Report Generation page 'Extra Options'

Bug Description
There is no drop down of possible tags in Bug Report Generation page under the 'Extra Options' Tags Text Box.
This is confusing.
I added few words as tags which I felt relevant for a bug and none of them where coming up in the bug report page.
So I was made to add few again.
But then only, I found that there is a drop down of possible bug tags are coming up in the Bug Report View page Add Tag option Text Box.
Same way of drop down is to be there in the Bug Report generation page also, so that it will help users to add tags properly while they are generating the Bug Report itself and avoids double work.

~rinotom, thanks for the bug. I think it's a good idea, though we might not have time to implement this soon. In the future, please avoid marking a bug as affecting both malone and launchpad, and instead use the most specific relevant project (malone in this case).
