'Heat' indicator icon needs explanation

Bug Description
The new 'Heat' icons are not very obvious in their function and don't have any explanation. I think that moving the mouse over them should at least bring up a short text, or perhaps open a popup with a larger explanation.
I can see that the 'edit' icon next to 'This report is public' has the tool-tip text [edit] which is a start (but looks like an error anyway). I think this is a good solution because it does not clutter the page and only appears as a response to the user wondering (with their mouse) what something is for.
