Collaborative way of adding Comments and Answers for a Bug or Question

In case Adding Comments and Answers in Bugs and Answers as well as Editing the content of the Bug Report and Questions, if we are able to follow a collaberative way, that will be helpful for the one who go through the history of the entity and analyse that.

By Collaberation I meant that we may need to give more edit options for the report comments and answers.
This we can achieve by few of the following features added to the system.

 1. Allow users to edit the comments and answers they posted and show that also in the full activity log of the those Bug Reports and Questions.
 2. Allow users to delete a comment or answer and so that only relevant ones will sustain and that may avoid junk but that can be shown in the full activity log.
 3. The above steps needs to done in an authorized manner so that the actual person who made that entry or else the person who have the proper authority to do that only should be allowed to make changes like this.

This is not a critical issue which needs a quick attention, but it is a wish list item only.

I have added few points to the bug report and I think that may make it complete and give a better clue of what I meant and how it can be implemented.

This feature description is a duplicate of several bugs. The primary issue that blocks that you cannot rewrite people's inboxes, list archives, and feeds.

The ability to edit comments by users who posted them is a big one, and also the ability of deleting comments could be modified a little like let's say we have hide comment button. Those two would actually smoothen the workflow as we don't have every single comment there only the ones that are important.

I am not duping this bug because it implies a single comment system instead of the 3 systems used by bugs, answers, and branches. The dup bugs are 119420, bug 80895, bug 201121 bug 80895
