Bug heat display on bug page looks to be associated with the user

Bug Description

When I first saw the flames on a bug page I couldn't work out what they
were for (tooltip bug). Seeing

  Bug #NNNNN reported by Person 20 hours ago <Flames>

suggested to me that they were something to do with the person.

Reading it now I realise the whole line is information about the bug, but having
little separation between the person's name and the flames isn't great.

I would suggest something like:

  Bug #NNNNN reported by Person 20 hours ago
  Bug heat: <Flames>

James, do you think providing a tooltip would alleviate the problem? I'm inclined to try that first, before moving heat to a new line.

I am marking the bug INCOMPLETE to indicate that we're still discussing how to fix it, but I do think there's overall agreement that we need a way to make heat on the bug page less confusing and more self-explanatory.

Oh, I think a tooltip would definitely help work out what it is. There
may be no problem after that, but I was going on my first impression, so
it will be hard to judge whether it is wholly better.

Let's assume the tooltip fixes this problem, i.e. the icons with some context explanation makes this problem go away.

I will mark this as a duplicate of bug 513219 for that reason, but if the end result is that this doesn't help, we can certainly undupe this bug and reconsider the issue then.
