Bug Description
Sometimes I receive mail notifications that don't contain any real changes, for example someone milestones a bug and then unmilestones it. In the event the end result of the change is no change I believe that no e-mail should be sent. Consider the following example for a notification that should not be sent.

There is no change in the bug report so no mail should be sent.
