Bug Description
When changing the name of a POTemplate through +admin to a name that is already taken by another template, a server error is returned. The form should check for uniqueness and display an appropriate error message.

A fix for this can ride nicely on the back of the form validator implemented for bug 135052 (currently still in search of a reviewer).
