owners of restricted teams cannot simply join the team - must use 'add member'

Bug Description
Restricted teams are deliberately missing the 'Join team' action in the action portlet. However for the owner of a restricted team this action could be sensibly present: they can add themselves as much as adding anyone else.
Currently owners have to use the add member facility, which is circuitous and frustrating - it would be much nicer and more direct for them to just be added by clicking on 'Join the team'.
