tales linkify escapes non-ascii characters

Bug Description

Editing content on pages like translation team page does not handle non-ASCII characters in links. For example; a link to a Guidelines wiki page (UTF-8 compliant wiki) has to be inserted like this:
<http://www.rglug.org/wiki/index.php/%C3%8Dslenskar_hugb%C3%BAna%C3%B0ar%C3%BE%C3%BD%C3%B0ingar>
instead of this:
<http://www.rglug.org/wiki/index.php/Íslenskar_hugbúnaðarþýðingar>

The upper is visually desastrous - but works. The latter is rendered as expected - but link breaks just before first accented character.

There are quite a few lang-teams concerned, who have adressed the problem in various ways. Just on the page <https://translations.launchpad.net/+groups/ubuntu-translators/> at least cs, ht, ko, pl, and my is team are concerned.

The automatic linking rules for all launchpad escape all URL. Launchpad enforces the orlder standard that URLs are ASCII. Non-ascii charactger have only be legal in URLs for a few months.
