Bug Description
Like subscribing to a bug, I'd like to get notified by email whenever something in a package changes (e.g., new Upstream version, new Ubuntu version, new bugs are filed on it, ...)
Use cases:
- I am the maintainer in Ubuntu and I'd like to see new Upstream patches. (Or vice versa.)
- I am using this program a lot, and I'd like to be informed when somebody finds a bug that might affect me.
- I am the lead UX person for a project, and I want to know when a new version has been uploaded that I should test.
A method to send a quick notice to all subscribers to the package (if you're a maintainer -- probably not a good idea to allow everybody to do that) would be a good idea, too.

There's a specification that covers this:

Do you think it addresses your use cases?
