Bug Description
Tried to disable a spam project.
The user who registered same was already suspended.
The maintainer and registrant fields - set to this suspended user.
The 'disable' failed with a funky error on each (constraint not satisifed? sadly I didn't note it...) field.
Reset both to registry; was able to disable.
Minor, but irritating.
