signature detection fails on mail from hotmail

Bug Description
Although bug #2650 seems to have addressed this problem already slightly, it does not work completely. Some signatures are slipping through the filter, including advertisements from free webmail services.
This creates a situation where Launchpad is hosting an ad for Windows 7 and linking to it without 'nofollow' enabled, like you can see in bug #492001.
Windows Live Mail, or Hotmail, uses the following line to separate the mail body from the ad signature:
_______
This is a sequence of underscores, rather than the three hyphens bug #2650 talked about.

FWIW, that link has a 'nofollow' for me.
