Need an API to request that a code import be tried now

Bug Description
Hi,
We want to build on top of the code imports system in the Bazaar
importer. To do this we want to be reasonably sure that the import
is up to date, or rather that LP has made a best effort to ensure that.
Therefore we would like an API call that requests that LP try and import
that branch ASAP.
To go along with this we would also like an attribute on import branches
that tell you the last time an import was tried, so that we can block
on the attempt happening.
