Bug Description
Making the ~user page available to visitors who are not logged in creates an incentive for web spammers to make Launchpad accounts to "launder" links from comments. For spammers, it's worth going through a CAPTCHA to get control of a page on a trusted domain. (This is separate from the issue of whether or not the pages should be crawlable).
