+languages should list all languages for admins

Bug Description
The new +languages page only lists active languages. For rosetta experts and admins it should also list inactive languages.
It might be a good idea if the two kinds can be discerned visually, maybe by differently colored icons. The tal formatter could take care of that.

Btw, I think a standard approach for inactive items in a big list is needed (I'd like to have the same for +templates page).
