Requesting a review from an existing reviewer should make their review pending

Bug Description
All this would do is clear the message field in the CodeReviewVoteR
This would make the review for that reviewer to be pending again, a clear indication that they need to do something with it.

The whole 'request another review' needs a bit of love. At the moment it does not seem at all possible to ask for a second review without resubmitting. It turns out that saying "request review" from a person who is already subscribed will send them a second mail, but it doesn't look in the ui like anything happened.
* Perhaps there should be a "request again" next to their vote: the common case is to ask for someone who already read it to read again.
* It should be clear that they previously voted X but a new review is pending.
