Import queue expander scrolls away when expanded

In a recent UI review for the import queue status picker [1] Curtis and Michal noted that the current info icon and expander for the error display is placed on the wrong side, as the triangle points away from the entry. They requested that it'd be moved to the left of the entry. Michael suggested to add an extra line with an expander, like the "Technical Details" expander on PPA pages[2].

I would also suggest to change the HTML for each entry to be contained in only one TR, not multiple, as this is much easier to handle for AJAX stuff. Currently this is even causing an error, as the "will be imported" info jumps to the left when the error display is opened (A rowspan would have to be changed).
