To request CDs, you use the site http://shipit.ubuntu.com/. Are you suggesting that Launchpad should display a prominent link to that site? Where?

I think this is effectively a duplicate of bug 5186. When you go to ShipIt, then create a Launchpad account, you should end up back at ShipIt.
