Bug Description
Imagine the following scenario:
1) Bug 12345 on Launchpad points to bug 54321 on a remote bug tracker
2) Bug 23456 on Launchpad also points to bug 54321 on the same remote tracker.
3) When checkwatches runs it pushes comments from both LP bugs to the remote bug.
4) The next time it runs, it will pull down any comments which it hasn't already got for each bug in LP - including the ones from the *other* bug in Launchpad (i.e. the one which it's not syncing for in a particular loop).
5) The upshot is that comments get copied between Launchpad bugs.
I'm not sure if this is what will actually happen; we need to conduct some tests to find out. I'm filing this bug to keep track of that work.
