Private PPAs are not shown for team members on the team page

Bug Description

I am a member of https://edge.launchpad.net/~soyuz-team but when I go to that page I don't see a link to the team's private PPA.

AFAICS, this is a dupe of bug 458200 which I fixed and got approved in the last days of 3.1.10, but did not land as there were registry-related legitimate test failures which needed input. I'll paste the details there.
