Translations crash course pop-up

A novice translator does not necessarily know what a template is. They just want to take a string and translate it into their own language. hey, they may not even know what a string is -- they just want to take words in one language and put them in their own.

The terminology we use in Launchpad Translations is useful and fairly easy to get to grips with but we don't make much of an effort to explain it in the UI!

So, let's have a pop-up on the series language page that explains:

 * the terminology
 * how to get on and translate.

Explain how you find a string that you've noticed as untranslated while using an app.

After several conversations with Henning and Michael N, for input from a translations team member and UI reviewer perspective respectively, the plan to solve this bug is:

 1. Take the balloon that is already shown on the +translate page if the project's translation team or group has set a link to translation guidelines.
 1. Modify if so that it always appears to people who have never translated, regardless of whether there are translation guidelines to link to.
 1. Add an additional line (or the only line if there are no guidelines) that offers a link to help for new translators.

According to a Henning, this will require a small change in the view. Bug 517700 tracks this.
