"All members" link does not show all members, just direct ones

<https://edge.launchpad.net/~contributor-agreement-canonical> has a link titled "All members", but clicking on it does not take me to a page listing all members. Instead I'm shown just 9 direct members, with no options to see an expanded list that includes indirect members. I expected to see all members.

(The page informs me there are 54 total members though, so at least it's clear that most of the members are missing from this page.)
