parse-librarian-apache-logs script is failing when gzipped apache logs containing just one line are parsed for the second time. To reproduce, just gzip one of the files in
lib/canonical/launchpad/scripts/tests/apache-log-files-for-sampledata and change the test_run in tests/test_librarian_apache_log_parser.py to run the script twice.
