Sends reject emails to Changed-By address when signed + uploaded to a third-party PPA

Bug Description

Hi there,

I just got a rejection email for an upload that I didn't make. I believe somebody attempted to upload a package to their own PPA by debsigning the changesfile. This was then rejected due to the distroseries being unstable, and I was copied in on the mail. If indeed this upload was to a PPA (wgrant informs me that ppa.lp/ubuntu would have generated mails from "Launchpad PPA" but still be targeted to the primary archive, where this mailing behaviour is by design) then there is a bug which has caused me to be mailed here when I shouldn't have.

I contacted the guy who uploaded it and based on his dput config he didn't upload it to Ubuntu. There's clearly a bug here, and I suspect it's because he tried to upload a binary package which confused the upload processor somehow, but I can't see where. :/

What I was trying to do was to upload a binary package (both signed and
unsigned) of alex to my PPA. I have no idea whether I targeted Ubuntu
or a PPA, but here is my dput config:

I uploaded a binary package because I wasn't aware at that point that
you can't upload binary packages. This is a Debian package that I had
built on Ubuntu.

LP should not be emailing upload results based on Maintainer or Uploader as those are used in Debian, not Ubuntu. I can see this causing social friction with Debian. Personally, I find the message annoying since it's for a PPA that's nothing to do with me. LP knows who uploaded the package and it should only email them.
