Project +download page has extra vertical space

The fix for bug 419742 introduced extra vertical space and a few other issues as noted in the QA report:

* Looking at https://edge.launchpad.net/bzr/+download I see what appears to be empty series. There is a markup/CSS issue that is causing a tremendous about of whitespace to appear after blocks

* Bugger I see a namespace declaration in the breadcrumbs -- a bad template

* I see underscores in ids and they are not unique (release_information and change_log)! Underscores are not valid CSS3, use hypens. Use fmt:css-id to ensure data makes a valid id.
