Bug Description

The product-translations.pt template shows "You can also <download> or <upload> translations for," with links to the download and upload pages. There's a tag around this that was obviously once meant to restrict access to admins, but now has AnyPerson as its condition.

The "or <upload>" part of the sentence should be for people with upload rights only, at least until we allow uploading of suggestions.
