Bug Description

The test_mark_duplicate windmill test currently in trunk doesn't complete successfully. It needs to be fixed urgently so that we can start use the continuous run of the windmill test suite.

According to buildbot, this is still broken. Annoying, since it completes successfully locally for me.

Leaving this fix committed as the test is fine. Any errors at this point are when running the full BugsWindmillLayer, and I've got a branch going to fix these. If there's another issue we can open a new, more specific, bug.
