Bug Description
The test_bug_tags_entry windmill test currently in trunk doesn't complete successfully. It needs to be fixed urgently so that we can start use the continuous run of the windmill test suite.

The test does actually complete successfully, but perhaps not in isolation (because of its reliance on sample data). To make this work more reliably I am converting the test to a BugsWindmillLayer test and preparing the test data using the object factory (this will also make the test much clearer and faster).
