Some users cannot request password reminder and also cannot re-register account

Bug Description
Several people have contacted <email address hidden> with a complaint similar to the following:
"I have forgotten my password. But when I go on the link it says my email
address is not found. If I try and make a new account it says my email
address is already registered."

"... the user is in the SSO server (has an account) and login.launchpad.net can reset their password. They are not logged in to launchpad though because they do not have a profile. When the user tries to login at launchpat. net,+login his profile is created from the the SSO account
to be clear, there are two logins, two reset passwords, and two sites, but both are rooted on launchpad.net :("
