Should be possible to mark a bug with duplicates as a duplicate

Bug Description

I just discovered that my bug 1338 is a duplicate of bug 516. I tried to mark it as a duplicate, but Malone wouldn't let me, because some other bug is a duplicate of bug 1338.

This constraint is pointless and annoying. It should be removed.
