List of duplicates is over-large when there are many

Bug Description

When there gets to be too many duplicates on a bug, the count is interesting, but the list probably shouldn't be taking up screen realestate. I'm proposing a number of 5, where over that number provides an expander which could load the list if someone was so interested. For a good example look at this bug, which has 26 at the time of writing this:

This might behave like bug tags where 5 are shown, then the user could choose to see all.

It may be prudent to apply the same pattern to the subscribers portlet.

The current implementation for handling the show/hide is specific to the bug tag portlet. I would be very easy to pull it out and make it a generic widget.
