It seems like someome hand-hacked a URL rather than using the form, the full URL used was:

https://launchpad.net/ubuntu/+ppas?name_filter=rednotebook&name_filter=kubuntu&sourceid=Mozilla-search

Note that name_filter is specified more than once.
