cannot change bug task from project<->package

You can change a task from a project to another project, and package to
package, but not project to package or vice versa.

Fixing this will be quite a lot of work. I'd love to be able to do this, but I think until then, making it possible to delete tasks will solve the problem (though will still require more work from the user).

This is an ugly wart that needs fixing, but as Tom says, is likely a lot of work. I'm marking it high, as it really needs fixing, but we will spend a day late in this cycle (3.1.10) trying to scope how much work is required to figure out when we can actually schedule fixing this.
