I can't reproduce this. For example, <https://launchpad.net/notification-daemon/+bugs> currently lists two bugs with Unknown importance. And <https://launchpad.net/products/keep/+bugs> (the URL cited in <https://lists.ubuntu.com/archives/launchpad-users/2006-November/000798.html> currently lists three bugs with Unknown importance.
