Can't upgrade branch format

Bug Description

I am attempting to follow the directions in the Bazaar User Documentation for upgrading branch format for code on Launchpad. Unfortunately, it's a real pain, and it doesn't work.

As directed, I copied the trunk to local, then tried to "unset the development focus". Since I can find no way to unset the focus, I instead changed development focus over to a different series and branch.

Then I attempted to push, as directed. I get the following:

bzr: ERROR: KnitPackRepository('lp-46127440:///~rsrc-core/rsrc/rsrc.py/.bzr/repository')
is not compatible with
CHKInventoryRepository('lp-46127440:///~rsrc-core/rsrc/spec/.bzr/repository')
different rich-root support

What, do I have to create a whole new development team, so that I can have its set of branches use the new format???

This is a real pain. Please give me an "upgrade this branch to latest format" link in Launchpad by the branch. Please make it work. I'd love to use the new format, but it's just too impossible to work around the bugs (I've run into 4 this morning).

The reason it didn't work is because you didn't unset the development
focus. The errors you got were the ones that unsetting the development
focus was intended to avoid. Changing the development focus to
something else is not adequate.

You unset the development focus by going to trunk series, choosing
"change details", changing "Branch:" to an empty field, and clicking
"Change".
