Use +packages as default for rebuild tests

Bug Description

At https://launchpad.net/ubuntu/+archive/test-rebuild-20090909/ virtually all of the interesting information is now hidden away and one has to go to https://launchpad.net/ubuntu/+archive/test-rebuild-20090909/+packages to get it. Having a 'user' oriented page for an archive rebuild makes no sense at all as it is only of interest to developers. Please put the content of https://launchpad.net/ubuntu/+archive/test-rebuild-20090909/+packages at https://launchpad.net/ubuntu/+archive/test-rebuild-20090909/ and save developers the trouble of having to figure out it's hidden away now.

Hi Scott - yes - we're very aware that the user-oriented archive index makes no sense for the rebuild/copy archives.

We could easily redirect +index requests to +packages for rebuild/copy archives - and that might indeed be the best short-term solution (moving the package copy request info there also obviously), but I'd like to think about possibly having a separate template for copy archives altogether - something that addresses your needs directly.

Let me know what you think - perhaps the +packages page already does most of what you need - but if not, I'd like to know how we could tailor the page specifically to rebuild archive needs.

I'd suggest http://people.ubuntuwire.org/~wgrant/rebuild-ftbfs-test/test-rebuild-20090909.html for inspiration. That's the page the community is using to review results. Obviously it doesn't have the overall status information for the rebuild (which is also useful), but it has a good focus for people trying to understand what needs working on.
