Bug Description
With version 3.0, I can't mark bugs that are currently 'private' as 'public'. jml mentioned that this should be tagged 'regression'
(Also of note: 3.0 is killing it, well done.)

I triaged this and then realized it may be a duplicate of bug #397457. Is this in a webkit browser? If so, it is a dupe.
