time field must be blank when publishing announcement immediately

Bug Description
When submitting an announcement, the time field must be absolutely blank to create an announcement even if "Immediately" is selected. This is a minor annoyance and perhaps this field could be ignored when "Make Announcement" is selected. For instance, if a date/time is entered and then it is decided to make it immediately instead, as-is the person has to manually clear the field.
I hope this makes sense.
