ubuntu-translators are not able to bulk-export templates

Members of ubuntu-translators group should be able to batch export templates, like those in ubuntu-docs.

Members of ~ubuntu-dev should also be granted access to this. I need the access to download translations for ubuntu-docs and gnome-user-docs, and currently can't do this, despite being maintainer of those packages and member of ~ubuntu-dev. Let me know if a separate bug is required.

A better way to do this (without introducing a new celebrity) is to just extend Distribution.uploaders to take into account all ArchivePermissions, not just those for a component. There is only one other user of that property (approving bug nominations without a package), and there is no problem with relaxing that similarly.

Another way to address this would be to permit a reasonable quota on exports and allow anyone to do it again.
