api url sent on answers email notification

Kiko brought to my attention the following email. Notice how the URL for the fix released bug is using the api url rather than the web ui url

Bjorn fixed this on July 24. The fix was not released for two months because Launchpad was not releasing fixes while updating Launchpad's UI.
