Bug Description

newComponentUploader and similar archive methods are restricted to admins only. This means that PPA owners are unable to add third party uploaders.

RIght, launchpad.Edit on IArchivePermissionSet restricted precisely to admins and ubuntu tech-board.

We can easily restrict those method with launchpad.Edit on IArchive, which would allow PPA onwers (or team administrators) to use them.
