testfix mode should stop the queue, rather than rejecting new items

Bug Description
When PQM goes into testfix mode, it rejects any new items with an obscure error message. It would be much nicer if it actually accepted those items into a pending queue, but refused to process them until the test fix has landed.
This would allow developers to hand off to ec2test / PQM with confidence, knowing that the only possible reason for rejection is that their branch deserved it.

This bug could also be summarized as "PQM sucks". We should probably have a build queue on Launchpad.
