Bug Description

When dch (debchange) is used in the popular DEBCHANGE_RELEASE_HEURISTIC=changelog mode places "UNRELEASED" in the distribution field of a changelog when you first start work on a version. As part of the release process, you use "dch --release" to change this to the target distribution.

If you upload while it's still "UNRELEASED", the archive and PPA system reject it.

Since one common use of PPAs is to test software before uploading to the archive, the PPA system shouldn't reject "UNRELEASED" uploads - it should accept them and assume the current development release of the target.

If implemented, this is likely to encourage people to upload to PPAs with version strings that look like primary archive versions. That may be undesirable.
