branch page says 'merged' but only shows most recent merge

Bug Description
I have a branch https:/
that has been merged into bzr.dev a few times now. All via code reviews.
But the branch page link to 'merged' shows just the one merge, not the
merges.
I'd prefer if it showed them all, or didn't link and simply said 'Last
merged to <other> at rev <rev>.'
