+reassign for merge proposals should let you edit the review type

Bug Description
The listing for a reviewer who has been assigned to a merge proposal has an edit icon which goes to the +reassign page. That page only allows the assignee to be changed but not the review type. Being able to modify the review type would be nice, especially since the person picker widget makes it very easy to accidentally make an assignment before entering the review type.
