In TranslationGroup.top_projects prefer projects by the amount of translations karma they hold

Bug Description
With a 3.0 UI template migration, I am also limiting a number of projects shown on the group listing page through the newly introduced top_projects method. However, that method can do with large improvements by taking translations karma for each of the project into account and coming up with a best list of projects instead of just "whatever DB gives us" list.
